The Brazilian government had requested that a panel arbitrated over a row about the fact that in the past, where they had a salt content over 1.2%, they were classified as salted meat. But Brussels later decided to classify them as frozen chicken, with a higher duty rate, sparking claims from Brazil that this was an arbitrary decision, breaking WTO treaty commitments made following the last Uruguay Round of global trade negotiations.
