Northumberland County Council has accused Waugh of “feeding unprocessed catering waste to pigs” and “failure to notify the existence of disease in pigs between its occurrence and discovery by MAFF.”


Waugh’s farm at Heddon-on-the-Wall, was at the centre of the outbreak in February, but maintains that he has been made a scapegoat for the countryside crisis: “They are just clutching at straws. I can disprove all these charges. They are determined to make me responsible for the Foot-and-Mouth crisis.”
