Fourteen grocers and convenience stores in Washington city have signed a voluntary agreement to stop selling individual disposable cups, single cigarettes and extra-small plastic bags, in a bid to curb drunkenness and drug use in the local area.

Stores that offer beer and wine will now stop selling go-cups in packages of fewer than 12, individual cigarettes or cigarette rolling papers, small bags of ice, or plastic bags smaller than sandwich bags.


Proponents of the agreement argue that such items encourage loitering, and Joyce Robinson-Paul, of the DC Alcoholic Beverage Control Board, told the Washington Post: “If [the stores] don’t sell the cups, [loiterers] will go home and drink their beer and wine, which is the legal thing to do.”
