The European Council of Ministers has approved comprehensive reforms to the EU’s Common Agriculture Policy, following the European Commission’s “health check” review.

Oncoming changes approved yesterday (19 January) include expanding dairy production quotas by 1% annually until 2013 and scrapping compulsory set-aside rules forcing farmland out of production.


Ministers also have scrapped the coupling of subsidies with production for arable crops, durum wheat, olive groves and hops plus for some sheep, goat, beef and veal products.


A council communiqué said the changes would “simplify the single farm payment scheme and improve its effectiveness” bringing EU food “production more into line with global markets”.
