The issue was raised at a Pan Americas Health Organization (PAHO)/World Health Organization (WHO) meeting, from 2-4 May, which was attended by officials from many Latin American and Caribbean ministries of health and agriculture.

The proposal for the COPAIA was made by officials arguing that there needs to be greater collaboration between government agencies, manufacturers and consumers in order to ensure the production of safe food. The commission would be involved in developing a strategic plan for food safety policies in the Americas.
