Current rules on cheese allow an often-conflicting range of products from milk to whey protein concentrates and other milk solids.
Canadian production has grown by 24% in a decade, and production advances allow for higher levels of milk solids, with fewer cheeses made solely with milk. Canadian farmers say imported milk protein concentrates displace local milk, resulting in losses of C$500m (US$468.4m).
New rules will set benchmarks for cheese identities, as well as minimum levels of proteins to be derived from milk for varietal cheeses. The regulations will also require that cheese not exceed whey protein-to-casein ratio of milk.
