The European Commission had not wanted to impose a blanket ban and had instead offered Brazil a jointly-agreed list of FMD-safe producers, who would export to Europe.

However, Brussels and Brasilia were unable to settle on producers who should be included, with the Commission questioning whether producers proposed by Brazil were truly FMD-free.

EU health Commissioner Markos Kyprianou said: “There is no positive list for the time being, there will be no holdings authorised to export to the EU. We have received a very large number of holdings proposed by Brazil. This raises concerns.”
