A Paris district court has completed its investigation into last year’s pan-European meat scandal which saw horse being passed off as beef, charging four men with fraudulent action.
According to judicial sources, two executives of French firm Spanghero (since re-named and under new ownership), Jacques Poujol and Patrice Monguillon, have been indicted on conspiracy to defraud, forgery and falsification of records and the misleading labelling of goods.

Dutch meat traders, Jan Fasen, of Draap Trading and Hendricus Windmeijer will have to answer similar charges too.
The French government had pointed the finger firmly at Spanghero as soon the scandal, broke in February 2013. This followed suspicions that Spanghero was billed for 42 tonnes of low-grade horsemeat originating from Draap Trading.
Windmeijer is suspected of purchasing the meat from Jan Fasen and selling it on to Spanghero.
The next stage in the judicial process will see the public prosecutor office submit its recommendations ahead of the examining magistrates’ decision to bring the case before a criminal court.
