German supermarket chain Tengelmann is reportedly preparing to file a complaint against the Portuguese state at the European Court of Justice.

Tengelmann’s complaint centres on the suspension of a law on the licensing of new supermarkets. The suspension was adopted 16 months ago as a temporary measure pending a revision of the law. Tengelmann maintains the suspension has impeded the entry of new supermarket operators into the local market.

Tengelmann had planned to invest €300m (US$323.8m) in 150 supermarkets under the Plus banner in Portugal, in a move that would create 6,000 jobs, reported the Portuguese News Digest.
