Abdul Rafique Karim, deputy president of The Penang Malay Chamber Of Commerce (PMCC) explained yesterday that as the number of hypermarkets has mushroomed, the number of smaller traders has plummeted. “Maybe the government can consider imposing regulations such as requiring hypermarket shoppers to purchase a minimum quantity or allowing only wholesalers to buy from hypermarkets,” he suggested.


Rafique stressed that the small businessman will be able to remain more competitive after the World Trade Organisation agreement comes into effect in 2003.
