As commerce ministers gather in Cancun, Mexico, for this week’s (10-13 September) World Trade Organisation summit, they will be working to improve and then agree a draft declaration framed by WTO general council chairperson Carlos Pérez del Castillo and director-general Supachai Panitchpakdi.

The draft includes many brackets, indicating where ministers must cobble together a consensus to give guidance to the haltering Doha Development Round. This is especially important regarding the key food trade talks, where the draft suggests detailed Swiss government formula on setting future tariff levels.

Ministers will also debate a joint-EU and US paper on reaching a “modalities” agreement setting out the final goals for the round.
