The Philippines Department of Agriculture is proposing new regulations covering genetically modified plants and plant products.


A draft administrative order was yesterday [Tuesday] presented to the Cabinet, proposing that the import and release into the environment of any regulated article be barred without a satisfactory risk assessment.


The permits that will be regulated include those for import for contained use, field tests, propagation and import for direct consumption by humans or animals, as well as processing, reports Business World.


The draft administrative order bans the field testing of GM plants and derived products without a permit from the Bureau of Plant Industry (BPI). The BPI must also authorise the import of regulated articles for direct use, and the articles must also have been authorised for commercial distribution in the country of origin.


President Gloria Macapagal-Arroyo is reported to have referred the draft administrative order to her chief legal counsel for review.
