Meat and bone meal became a banned ingredient in livestock feed in July 1988, years ahead of similar EU legislation, but ministers are now risking EU criticism by refusing to implement a ban on fishmeal immediately. They are maintaining, however, that a feed recall scheme would be “disproportionate to the risk involved.” Changes in the constitution of animal feed have already added £114m to agriculture costs every year.
