GAITHERSBURG, Md./PRNewswire/ — Sodexho, the leading provider of food and facilities management in the U.S. and Canada, announced today that former U.S. Interstate Commerce Commissioner Reginald E. Gilliam, Jr. has been named senior vice president for government affairs. In this newly created position, Gilliam will be responsible for leading the company’s government relations activities.
Gilliam, who most recently served as a senior managing director of Hill & Knowlton Public Affairs Worldwide Co. in Washington, D.C., was chief of staff for Rep. Louis Stokes (D-OH) from 1991 to 1993, and served as a commissioner of the U.S. Interstate Commerce Commission (ICC) from 1980 until 1983. Prior to his appointment to the ICC, Gilliam served as legislative counsel for Sen. John Glenn (D-OH). He also held several distinguished faculty and administrative positions at Utica College of Syracuse, the State University of New York at Albany and Williams College.
Gilliam has also served as deputy assistant commissioner and director of commercial transportation for the State of New York Department of Transportation.
In 1993, he was named senior vice president for Hill & Knowlton where he was later promoted to senior managing director. At Hill & Knowlton, Gilliam was responsible for providing counsel and representation for national and international clients on a variety of legislative, executive branch, and regulatory matters. Clients included cities, national and international corporations, ports, airports, transportation and manufacturing companies, railroads, transit agencies, and colleges and universities. He also served as the firm’s transportation specialist.

He is the author of several books and articles, including “Black Political Development: An Advocacy Analysis” (Kennikat Press, 1975), “Cases and Materials in Surface Transportation Regulation” (NYSDOT, 1987), and “The New Reality of National Black Politics” (Cummings and Hathaway, 1989).
