Mexico claimed the original panel “erred” in its findings about the investigation staged by its economics ministry. However, the appellate body rejected 16 of the 17 claims made by Mexico and recommended it bring the tariffs in line with WTO anti-dumping, and subsidies & countervailing measures agreements, effectively ordering the duties be lowered, at the very least.
