A return of demand amongst consumers in the European Union for high quality beef sparked by the decline of BSE has led to the European Commission proposing that the EU opens a special 1,000 tonne import quota for high quality fresh, chilled or frozen beef, with a low 20% duty rate.

A memorandum said that “in spite of the difficulties experienced in 2001, the beef market is now on the way to becoming more stable. Demand of consumers in the EU is increasing specially on high-quality beef,” (sic). It said that imports of quality beef from non-EU producers had been restricted because of “the application of the full tariff to meat products from these countries.”
