The European Parliament’s environment committee has suggested EU member states should face strict fines for busting national emissions reduction targets, in the hope that national governments will in turn pass this pressure on to industry. These fines should apply to all industries not covered by EU Emissions Trading System (ETS), the committee said, including the food industry.


The committee has tabled an amendment to proposals made earlier this year by the European Commission.


This proposal is likely to increase pressure on food manufacturers to reduce carbon emissions. Brussels has said that the complex nature of manufacturing in the food industry means that it should be covered by a general emissions reduction goal for non-emissions trading sectors.
