The EU Council of Ministers has urged the European Commission to decouple processing subsidies from fruit and vegetable production.


The call came during a wide-ranging debate on the Commission’s proposals to reform the EU’s fruit and vegetable market.


Such a move towards flat-rate payments is common within recent EU food market reforms. However, a sharp switch from production-linked subsidies for fruit and vegetable processing will be resisted by some EU member states.


A council memorandum said “several…delegations felt that an immediate and uniform decoupling… would not take into account the variability of the market, especially for certain sensitive products such as citrus, tomatoes or soft fruits”.
