Farmers in England unhappy with subsidy payment awards will have access to a new, open and independent appeal procedure.
From 1 April, a new 17-strong pool of independent people will hear appeals against decisions under the Integrated Administration and Control System (IACS) schemes.
Under new procedures which the government has developed with the industry, farmers can ask for an internal review by Rural Payments Agency staff not involved in the original decision. If still dissatisfied, farmers can appeal to the independent panel. Appeals will be heard by three panel members from the pool of 17.A list of the panel members is attached.
Lord Whitty, Food and Farming Minister, said: “Farmers can now be assured that appeals will be handled quickly and efficiently. The more streamlined arrangements are another positive response to the recommendations made by Sir Don Curry’s IACS & Inspections Red Tape Review Group, which has now finished its work.”
