The council decision reflects campaigns by residents who argue that the proposed 152,000 sq ft store would generate too much traffic and endanger the lives of pedestrians. The project would have expanded the intersection to eight lanes. That would have made it one of the widest in the state.


Wal-Mart has 21 days to file an appeal with the state.
