How does New World Screwworm spread and what conditions make outbreaks more likely?

NWS spreads when an adult female fly lays eggs in an existing wound on an animal. The larvae hatch and begin feeding on living tissue, worsening the wound and producing odours that can attract additional flies. A single female can lay roughly 200–300 eggs in one go and up to around 3,000 over a lifespan of about ten to 30 days, so the biological capacity for rapid amplification is there if conditions allow. After feeding, larvae drop to the ground and pupate in soil, later emerging as adult flies. The time from pupation to emergence can range widely, typically from about seven to 54 days, depending on temperature and humidity. That is why climate and seasonality matter. The pest tends to thrive in tropical and subtropical environments and is less tolerant of prolonged extremes such as very hot, very dry conditions or sustained cold. This does not eliminate risk, but it shapes where the fly can establish and how long it can persist. A crucial point for businesses assessing operational risk is that NWS is not described as spreading “between animals” in the way a virus might. Instead, rapid geographic spread is mainly driven by people moving infested animals over long distances. That makes movement controls, farm-level vigilance and inspection regimes particularly important because the most avoidable accelerant is transport. It also explains why trade restrictions and internal hold orders can become central tools early in a response, even when case numbers are low.

Is New World Screwworm a food safety risk for beef or dairy, and could product from affected animals enter the supply chain?

Regulators have been clear that NWS is not considered a food safety issue in itself because it spreads only when a fly lays eggs in a wound, not through consumption of meat, poultry or dairy products. In other words, this is primarily an animal health and production continuity threat rather than a contamination pathway in food. That said, the way affected animals are managed determines whether and how any product can move forward. Under the USDA approach described, premises with suspected cases can be placed under a hold order and animals cannot move until they are examined. The quarantine period is expected to last 21 days and ends only when there is evidence wounds have healed and there is no reinfestation. Once recovered, animals may enter the food chain only if they meet applicable food safety requirements. For meat, the Food Safety and Inspection Service (FSIS) plays a gatekeeping role at slaughter. Inspection before and after slaughter determines whether the whole carcass is passed for human consumption or whether only unaffected parts can be used. Importantly, severely infested animals are not allowed into food production. FSIS has also emphasised that affected animals would be identified during inspections and that product from an affected animal would not be permitted into the commercial food supply. For processors, retailers and foodservice buyers, the practical implication is that supply disruption and cost volatility are more plausible risks than a direct food safety incident linked to NWS.

What are the likely business impacts on beef and dairy markets, trade, and livestock movement if cases increase?

If detections expand beyond isolated incidents, the most immediate impacts are likely to come from tighter livestock movement rules, higher compliance costs and increased market uncertainty rather than from direct losses of product safety. Hold orders and 21-day quarantines can slow farm-to-feedlot or farm-to-plant flows, create backlog risk, and add costs linked to inspection, treatment and on-farm management. For processors, any tightening in cattle availability can translate into lower throughput, reduced fresh beef volumes and margin pressure, particularly when the industry is already dealing with shortages. Trade and cross-border dynamics are another pressure point. Mexico is widely cited as the origin of the current incursion into the US, following reported spread through parts of Central America and into Mexico. This context makes policy responses around live animal imports politically and operationally sensitive. Border restrictions can alter feeder cattle supply, which some industry leaders have argued is a key lever for relieving short-term shortages in the US. Any prolonged disruption to that flow can support higher cattle prices and reinforce consumer-facing inflation in beef. The Canadian response illustrates how quickly knock-on effects can appear. Canada implemented temporary restrictions on cattle entering from affected US areas, using a 21-day lookback tied to presence in Texas, and also maintained restrictions on imports of certain livestock from Mexico in light of cases there. Even targeted, time-limited measures can add friction to North American supply chains and contribute to volatility, particularly if buyers and sellers anticipate wider controls. Finally, weather and geography will influence how the risk evolves. Cooler climates may reduce the likelihood of long-term establishment, but summer survival is still possible, and regulators have highlighted that the biggest driver of rapid spread is human movement of infested animals. That means the commercial impacts will hinge not just on biology, but on how effectively movement is controlled, how quickly cases are identified, and how consistently producers follow treatment and reporting protocols across the affected regions.
