The chairman of the Doha Development Round agricultural liberalisation talks at the World Trade Organisation has appealed to governments to redouble efforts to agree common goals, so he can make a first draft of an overall deal by 31 July.


That is Tim Groser’s deadline for a “first approximation” of so-called “modalities” desired for December’s WTO summit, setting the talks’ overall goals. Groser wants “a lot more political guidance” to produce a paper with real substance this month, say diplomats. He is hoping this week’s low-level ministerial WTO meeting in Dalian, China, (12-13 July) might create an “upsurge” in “political guidance”.
